Petrol evaporates in air quickly.  But water does not evaporate quickly. Why?

Why?  Time taken by any liquid to evaporate depends on the atomic structure and the surroundings.  The bonds between the atoms and the mass of the liquid also influence evaporation.  The stronger the bonds between atoms, the more stable are the liquid.  Evaporation means escaping of atoms in to air by cutting the bonds between them.  The process of evaporation is quicker when the mass of the atoms is less.

In water the bonds between the atoms is stronger.  The bonds between the atoms in the petrol are weak.  Though the mass of petrol atoms is more than the mass of water, the strength of bonds influences the process of evaporation.  The atmospheric pressure and temperature also determine the speed of evaporation of liquids.  Petrol gets evaporated at the room temperature.
